An immutable arbitrary-precision signed decimal.
A value is represented by an arbitrary-precision "unscaled value" and a signed 32-bit "scale",
combined thus: unscaled * 10-scale
. See unscaledValue()

Most operations allow you to supply a MathContext
to specify a desired rounding mode.
